In developing countries, average tariff levels fell from 34.4% in 1980-83 to 12.6% in 2000-2001; in developed countries they fell from 8.2% in 1989-92 to 4.0% in 2000 (DESA, 2007). Furthermore, non-tariff barriers have fallen. True to the characteristics of industrialization, their movement towards free trade in manufactured products, but the same cannot be said of agriculture. The movement of capital is becoming increasingly free. Many service sectors that were once considered non-tradable have now become tradable to the extent that they can be digitized and delivered remotely, across national borders, through the
