In 1986, the Reagan administration mandated drug testing in federal workplaces. The administration believed that federal workplaces should maintain a “drug-free” environment. The hope of keeping workplaces drug-free led to the Drug Free Workplace Act of 1988. The act mandated that the creation of drug policies be mandatory in federal contracts (Presley, 27). The Drug Free Workplace Act has led to “widespread implementation of drug testing programs across a broad spectrum of workplaces.” The company's goal was to combat drug use (Macdonald, 408). Today, “80% of major Fortune 1000 companies” have a drug testing program in place (409). It's been twenty-five years since the Drug Free Workplace Act was passed and the quality of the workplace has improved dramatically. Workplace drug testing has led to an overall better work environment. However, many believe that making drug testing mandatory is unconstitutional. . Protesters argue that drug testing is a violation of an individual's privacy. They believe there should be a separation between work and private life. Boycotters classify drug use as a matter of private life. Drug use is a so-called private matter; they view drug addicts as capable of managing their addiction without intervention from the workplace. After all, in their opinion, drug use affects only those who use it and no harm is done to innocent colleagues. Many companies assume that their employees are clean and that drug abuse does not occur in their business (Say, 22). Presley claims that the majority of American workers do not use illicit drugs; therefore, testing everyone is an intrusion into their private lives and a waste of money (Presley, 27).
