This government department uses torture and fear to create loyalty to Big Brother. Winston is kept safe in a cell, only to be paralyzed by so much fear, that he is willing to commit suicide. Winston then discovers that O'Brien is an employee of the Ministry of Love. Thereafter O'Brien supervises Winston's torture. After weeks of torture and interrogation, Winston still hates Big Brother. Eventually Winston is taken to the formidable Room 101. After nearly having his face eaten by rats, Winston has an epiphany. He realizes that he wants Julia to be tortured instead of him.
