According to Dahl, this criterion emphasizes that citizens must have equal and effective opportunities to learn about the politics around them (1998, 38). The goal of enlightened understanding is to ensure that citizens can make the best decisions that serve their interests. Press freedom analysis is an effective indicator for measuring enlightened understanding because the media is the best means citizens can access to learn what is happening in their government. Without freedom of the press, the freedom of expression of journalists and scholars is violated and therefore they may face difficulties in reporting on politics.
