They highlight the influence of non-state actors in the international sphere, including NGOs, multinational corporations and scientific actors. (2006: 191) Their importance internationally, almost equal to the influence of states, is the result of globalization. For example, it is clear that multinational corporations often exert much greater influence in the international system than peripheral states, and often have the resources at their disposal to exercise substantial authority over such states. NGOs also have the ability to direct public discourse towards their goals much more effectively than small nations. This situation, where private organizations can overwhelm existing government structures, means that global governance cannot be considered within the existing international framework
