Berlin considers security and freedom not in terms of inverse scale but of absolute values ​​and therefore it must be freedom or security. Since the opposite of freedom is interference, the safety and protection of society from terrorism can constitute a violation of individual freedoms. The question then becomes how much freedom can be sacrificed before an individual's capacity for self-actualization is violated. Because they are considered in terms of two distinct entities rather than a complex relationship, this does not provide a satisfactory answer in terms of how laws can and should respond to these issues.
