Berlin considers security and freedom not in terms of inverse scale but of absolute values and therefore it must be freedom or security. Since the opposite of freedom is interference, the safety and protection of society from terrorism can constitute a violation of individual freedoms. The question then becomes how much freedom can be sacrificed before an individual's capacity for self-actualization is violated. Because they are considered in terms of two distinct entities rather than a complex relationship, this does not provide a satisfactory answer in terms of how laws can and should respond to these issues.
