Currently, the phenomenon of human trafficking is a vital issue in the context of globalization. The impact of human trafficking is not limited to one country, but causes a range of impacts. Most developed countries often suffer from the problem of human trafficking. For example, in 2001, approximately 43,000 illegal migrants from both Pakistan and Afghanistan resided in the United Kingdom. The US economy has suffered from the growing number of illegal migrants from Mexico, approximately 11 million in 2006. Furthermore, human trafficking not only constitutes an issue of illegal migrants, but also leads to the link between smuggling and serious crimes as a double crime, as in 2000, an international organized crime group was caught on charges of drug trafficking and issuing false visas . the police believed that such visas would facilitate the illegal entry of drug traffickers into other countries. Furthermore, the broad impact of human trafficking makes the internationalization task of efficiently addressing human trafficking difficult. It is necessary to understand and adapt the definition of human trafficking defined in the Protocol against Smuggling of Migrants by Land, Sea and Air, according to which “Procurement, with a view to obtaining, directly or indirectly, a financial or other material advantage, of the illegal entry of a person into a State Party of which the person is not a citizen or permanent resident." It can be explained that the process of human trafficking is often interpreted to mean “illegal migrants” through two main components; "asylum seekers" and "refugees", since these two groups play a significant role in globalization, numbered over 16 million people, plus 15.2 refugees and 983,000 asylum seekers at the end of 2009.
