Because the United States is a codified constitution, there is less disagreement about the meaning of the amendments since it is all clarified in one document. However in the UK the uncodified constitution has caused much discussion due to everyone's different interpretations. For example the Royal Prerogative, lists “military action” as one of the powers but it is not so easy to define, be it intelligence support, proxy wars or cyber warfare. There is also individual ministerial responsibility which has caused much controversy in recent years, even though the constitutional convention states that a cabinet minister has ultimate responsibility for the actions of his or her ministry or department, Home Secretary Theresa May told MPs , in 2011. would not resign after finding out that UK border controls would be relaxed for a four-month period, even though the constitutional convention said she had to do so. If the success of a constitution were measured solely by its clarity, it cannot be disputed that the codified constitution of the United States would be considered a success compared to the uncodified constitution of the United Kingdom.
