The best way to understand the meaning of planning from the perspective of scientific management is to follow Taylor (1998, p.17): “Every worker's work is completely planned by management at least one day in advance , and each man receives in most cases complete written instructions, describing in detail the task he is to perform, as well as the means to be used to carry out the work. And the work thus planned in advance constitutes a task that must be solved, as explained above, not by the worker alone, but in almost all cases with the joint effort of the worker and management. This task specifies not only what is to be done, but how it is to be done and the exact time allowed to do it.” In Taylor's time, industrial production was in its infancy and workers performed primarily physical tasks. They had no technical education and there was no vocational training. Under these conditions, management played a very important role in planning and organizing the entire production process. Planning was done for each activity, according to its specificity and had to go into detail. The worker became a simple manager, scrupulously following the instructions given. The planning was carried out for short periods of time and took into account the resources needed, the difficulty of the task and the movement sequences needed. Subsequently Gantt introduced a bar chart to plan all the elementary activities in their succession. This type of planning is a rather simple activity performed by management, at the job level and with all the execution details. This is a deterministic activity that must be... at the heart of the paper... a monitoring activity of the implementation of the plan. Monitoring will also provide information on the progress of implementation and compliance deadlines. Evaluation of results. A plan is just a means to achieve a certain goal. It is then necessary to evaluate the final results and compare them with the initial objectives.
