Performance Management at Halifax plcE-mail from District Manager John West to Customer Marketing Manager, Alan Clarke:Dear Alan, I am writing to you regarding branch 5446 which is led by Frank Innes and has not performed well in recent years. I intend to give you an overview of the issues and problems, evaluate the reasons for them and give you my opinion on how we might solve the problem. Just to be clear on this point I would like to point out that in my opinion Frank has the ability to manage branch 5446 and lead it into a successful part of my district. It just needs some adjustments to get it on the right path. To structure my report, I develop our Balanced Scorecard (BSC) “Theory Z” accordingly and then make my assessment and provide recommendations on each aspect. A) The problems we are facing at branch 54461. Brand manager Frank InnesFrank has been with the company for 18 years. Since taking over branch 5446 three years ago, he has consistently achieved his ratings without improving the branch's performance or reaching its expected performance level. I recently found Frank at the front desk on a Saturday. In my opinion, the most problematic issue is that Frank is unaware of the difficulties of branch 5446 which stem not only from bad circumstances but from the people who work at the branch, including himself. Frank does not use the information he gets from the BSC and does not share the results with the staff. When I asked him the reasons he told me that there was no time to talk about performances and that everyone did their own thing? improve. Furthermore, it can be seen that he does not identify himself and other employees as a team always blaming the branch instead of thinking about his attitude and that of his employees.2. The People Development PerspectiveThis issue is about people. If you take a look at the people who work in branch 5446 you realize that there really isn't a team there. Of the 20 people, there are 8 part-time and 12 full-time workers that Frank has to manage. His ideal support would be his assistant manager who works full time but is still recovering from a heart attack and therefore is unable to work under any pressure and isn't really of much help.
